You can use sub-pages to keep your web site organized, and to minimize the number of Primary Navigation buttons (the ones at the top of the page), since there is only room for 5 or 6, and (hopefully) you will eventually have hundreds of pages.

So don't stress too much about your initial page structure. You can move pages or even whole sections around easily without retyping anything. So set your pages up in a way that makes sense to you right now. If you change your mind, you can always shift them around.
